| Synopsis: |
In the March 2009 White Paper 'Alignment (Clear Line of Sight) Project ("Cm. 7567")', the Treasury set out plans to improve the quality and clarity of the financial information provided to Parliament and the public. The objective is to bring consistency to: what is included in the budgets that the Government sets for individual departments; the Estimates that are put to Parliament to approve government spending; and, the accounts of departmental spending audited by the National Audit Office. The Committee welcomes the principle of alignment because it will allow the controls exercised by Parliament to reflect those exercised within Government. It will also enable the House to track spending plans clearly as they are translated from plans for future years into precise figures requiring legislative authority for each year, and into actual spending recorded in the accounts. But the opportunity for committees and the House to debate and influence these figures needs to be developed further and the Committee makes recommendations as to how that might be achieved. |
