The Crossrail Act 2008 has, so far, proven to be broadly fit for purpose. This is evidenced by the progress that can be seen at the numerous Crossrail construction sites in and around London. This is by no means a comprehensive assessment of the legislation which underpins the Crossrail project because the project is only 5 years into the construction phase with roughly another 5 years before the first Crossrail services begin operation through the central tunnel section in December 2018. As a result there are a number of clauses and powers that have not been assessed and it is recommended that these are revisited as part of any future assessment of the Crossrail Act 2008. There remain a number of challenges to overcome before the successful delivery of the Crossrail project is achieved, and this transformational infrastructure delivers the promised benefits to London and the south-east.However, the Department for Transport and Transport for London as joint Sponsors of the project are confident in Crossrail Limited's ability to meet these challenges and ensure this vital transport link is delivered on time and on budget in accordance with the powers and duties given to them by the Crossrail Act 2008 |
