Introduced under the Education Reform Act of 1988, Local Management of Schools (LMS) has two main objectives: to increase schools' control over resources and to improve standards. The evaluation of LMS by HMI adopted several approaches: the routine inspecting and reporting of schools; and a number of more targeted studies of the effects upon individual subjects, the support for pupils with special educational needs, and the provision of facilities for outdoor education, and of music, library, museum and other services. |
