In 1996 the Department of Education was faced with a substantial capital and maintenance backlog and limited budgets for its schools. It explored how the Private Finance initiative (PFI) could be used to complement conventional procurement in improving the estate by selecting four secondary schools and two further and higher education colleges to be PFI pathfinder projects. The NIAO's earlier report on the projects - "Building for the future: a review of the PFI education pathfinder projects" (NIA 113/03, ISBN 9780339401396) - noted that in several projects there was a transfer of "surplus" land, valued at GBP 23 million, from the public sector to the operators.This new report examines each land deal to ensure: that the sale of each surplus asset was appropriate; maximum value was obtained; and there were controls in place to protect the department's future interest in each site. The report finds that market value may not have been obtained for the surplus lands. And the clawback arrangements, though in place and securing GBP 3.8 million, were not fully effective.The report considers that the development and implementation of an effective estates strategy for Northern Ireland is crucial to maximising the benefits to be derived from the public sector estate. |
