Synopsis: |
The Committee undertook extensive consideration of the clauses and schedules of the Welfare Reform Bill. The Committee sets out its reservations in respect of the mandatory nature of 'work for your benefit' schemes and their impact on vulnerable claimants. The Committee secured assurances from the Department particularly in respect of: alternative benefit provisions for carers prior to the abolition of Income Support; amended guidance to benefit advisers relating to exemptions from sanctions etc. for vulnerable claimants; the extension of good cause provisions to include claimants with childcare problems, mental illness; a learning disability or other caring responsibilities; the extension of the interpretation of domestic violence to include psychological, financial as well as physical issues; the granting of exemptions from JSA agreements for up to 24 weeks in total for victims of domestic violence; and, best procurement practice and further Committee review for the new arrangements for Community Care Grants.Following debate and a number of divisions, the majority of Committee Members agreed that owing to parity considerations there was limited opportunity to amend the clauses of the Bill. Following a further division, the Committee therefore agreed that it was content with all the clauses and schedules of the Bill as drafted. |
