Synopsis: |
This report documents Phase 1 of a RAND project to develop an analytic capability to assist in integrating the activities of Joint Warfighting Capabilities Assessment (JWCA) teams and the Joint Requirements Oversight Council (JROC). The goal of the study was to help identify and assess broad issues using an analytic architecture defined in RAND previous work. Phase 1 required the application of the analytic framework to near-, mid-, and long-term resource issues. The inputs to the process were the various products of the JROC/JWCA process. The research team then applied the framework to several JWCA areas to demonstrate how broad issues might be defined and, through the further application of the framework, how they might be addressed in more detail. The process is described in this draft report. Subsequent phases will further refine the process in the identification and assessment of relevant joint issues. |
