Synopsis: |
The two volumes of London Town Miscellany were compiled from the records of the staff magazine of the London County Council (LCC) and subsequently of the Greater London Council (GLC) and the Inner London Education Authority (ILEA). In selecting material for these volumes the Editors sought to present the best, and the most lastingly interesting, of the material contained in these records. The second volume, covering the years of publication 1900-1939, includes, like the first, a wide variety of articles. Once more World War cast a dark shadow, and the first section of the book gives fascinating insights into the ways in which Council staff met its challenges. From the Home Front and the evacuation of children from London in September 1939 to life in Paris after the Liberation, with accounts of several theatres of war in between, the words of contemporaries give vividness and insight which it is difficult for the historian to match. The headings of the subsequent four sections - The Post-War World:Continuity and Change, LCC into GLC/ILEA, New Departures, and The Closing Years reflect the major changes which affected the government of London.The last of these sections includes an interview with Ken Livingstone as Leader of the GLC in which he states "I would hope that the staff would become more political in outlook" - an unfamiliar doctrine to many staff who valued the tradition of political neutrality in local government service, The content of these sections is however varied and, as with Volume I, there is much of wider interest. After a brief section from the slimmed-down version of the magazine which circulated mainly within ILEA after the abolition of the GLC, the final sections are devoted to the Staff Association and to Staff Association and London Town Notables - it was thought appropriate to end with character sketches giving a human face to the sometimes anonymous world of local government. |
