Montenegro may be a candidate for European Union membership, but there remains much to do before Montenegrin society has made the value transformations required to meet many of the conditions of membership. Montenegro itself did not experience direct armed conflict but the Yugoslav war had a profound effect on Montenegrin politics, the economy and societal values. In the midst of a looming war, the ruling Montenegrin elite played a pivotal role in forging a war psychosis, the media became a vehicle for the proliferation of negative ethnic stereotypes and inter ethnic tolerance was placed under significant stress.
