The author compares vertical and horizontal systems of policy interdependence. The increasing vertical interdependences in the Federal Republic of Germany since 1969 as well as its consequences are described. It is shown that the efficiency of resource allocation and the capacity for innovation have been restricted. In the case of vertical policy interdependence by contrast with horizontal interdependence, policy programmes can only be developed and implemented on a lower conflict level. Although the present state of the constitution is subject to much critism virtually no proposals for reform have been put forward. An analysis of the bureau cratic and political interests tries to explain why. Anmerkungen Vorliegendes Papier ist eine liberarbeitete Fassung des preprints 1/76-56 des Internatio nalen Instituts flir Management und Verwaltung am Wissenschaftszentrum Berlin. Die seit her erschienene Literatur (insbesondere Lehmbruch 1976) und die von neuem heftig ein setzende Kritik politischer Akteure und Institutionen an der Gemeinschaftsaufgabe besta tigen die Aktualitat des Papiers. 2 Siehe das Schreiben des Bundesministers flir Ernahrung, Landwirtschaft und Forsten yom 28. Die Klirzung der Gemeinschaftsaufgabenmittel war dadurch entstanden, daB innerhalb des Bundeshaushaltes Mittel zugunsten agrarsozialer Ausgabentitel umgeschichtet wurden. 1m Bundestag stimmte die Opposition gegen die Umschichtung und Klirzung, der Bundesrat hat diesem Beschlu aber einstimmig zugestimmt. 4 Vgl.
