Slick and Carny, bumbling villains are languishing in jail when they are joined by two international criminals who have stolen a secret defense microchip. In order to smuggle it out they hide it in Slick and Carny's food as the hapless pair are once again about to be released back into society. Once outside Slick and Carny can't understand why they are suddenly being pursued by Miss Chlorine and her sumo henchmen and quickly end up captives in Chlorine's laboratory.
