In recent years, the Civil Service has carried through a wide range of reforms to improve its efficiency, effectiveness and quality of service to the public. This White Paper sets out the Government's conclusions on further improving Civil Service performance. Like many other large service organizations, it will need to manage reductions in the size of its work force as a result of competition and in the interests of improved efficiency. Civil servants in the future will be more likely to have had experience outside the service, and those at a senior level will have specific contracts. |
