This report deals with the Commission's proposal to establish the European Institute of Technology (EIT) as a way of addressing the perceived weakness of the EU in introducing commercially successful technological innovation in both manufacturing and services. It follows the Committee's interim report on the proposal (13th report, "HL 69", session 2006-07, ISBN 9780104010501). The Committee outlines an alternative concept for the EIT that it feels would have been more effective in facilitating the desired aims. It accepts, though, that the proposal as formulated by the Commission will proceed, and this report sets out the Committee's comments and recommendations on the current proposal. The recommendations cover budgetary provision, composition of the governing board, the EIT's priorities, and monitoring the effectiveness of the EIT. |
