The Chemical Weapons Convention represents a major step towards ending the production and use of chemical weapons. Its entry-into-force, proper implementation and vitality must be forcefully promoted. This report concludes that it is particularly urgent that: ratification by 65 countries occur as quickly as possible and not later than the end of 1995; the Convention be properly implemented with due regard to the "spirit" of the regime; CW destruction proceeds, notably in the United States and Russia; verification is properly managed via routine and challenge inspection regimes backed by effective accredited laboratories; steps are taken at an early stage to maximize co-operation with the chemical industry on CWC implementation; a consensus be established within the international community to act in cases of use or determined proliferation. |
