Synopsis: |
A constituent complained that Mr Anthony Steen MP for Totnes, had included in his "Westminster report" a statement which constituted "party political activity or campaigning". The "Westminster report" is part-funded out of Mr Steen's Incidental Expenses Provision, and such statements are not allowed in publications of this nature. Mr Steen maintained that the statement amounted to "political comment", not "party political activity or campaigning", and that it was a factually accurate article specifically related to Torbay Council. The Committee, though, accepts the report of the Parliamentary Commissioner for Standards, that the complaint should be upheld, finding that Mr Steen crossed the line from political comment to party political activity or campaigning by including passages critical of the Liberal Democrats. The Committee has asked the Parliamentary Commissioner to help develop improved guidance on what is and is not allowed in IEP funded publications. |
