This report focuses on the Home Office's approach to Public Service Agreements (PSA) targets, and examines general trends and the overall approach to target-setting. There are fewer and simpler formal objective and targets now, compared with 2002. There is a trend in favour of "directional" PSA targets that do not specify a target level of improvement. Thirdly, so-called "standards" have replaced PSA targets in some areas, reflecting a commitment to maintain rather than improve upon current levels of achievement. The Committee welcomes the simpler approach, but would like key performance indicators and supporting data be routinely published. The move to directional targets is accepted, but the Committee recommends that some quantitative elements should be retained. Standards are acceptable when they are used in areas that contribute to strategic objectives, such as police performance. But the Committee is critical of the downgrading of the PSA target on re-offending to a standard.The Committee suggests how the main benefits of PSA targets - accountability, performance management and strategic direction - can be increased further, and argues that the reporting of achievement of targets could be greatly improved. |
