Britain's local and rural railways make up about 12.5 per cent of the rail network and 17 per cent of all stations. Following on from the Committee's previous report on the future of the railway system (145-1, session 2003-04; ISBN 0215016432) published in April 2004, this report looks at the rural railways system, focusing on its importance for local communities, funding and management issues, prospects for traffic growth and the impact of measures, such as bus substitution. It examines the Community Rail Development Strategy, published by the Strategic Rail Authority in February 2004 for consultation, which set out proposals for radical reductions of subsidies to the rural network, by cutting costs and increasing revenues. The Committee's report highlights the importance of railways for local communities, both for business and leisure, and argues that community rail partnerships need adequate powers and long-term secure funding if they are to be successful in increasing passenger traffic and revenues.It also finds that any consideration of rail station closures is unreasonable without robust financial information about the real cost of rural lines and their contribution to the network. |
