Synopsis:

This is the third report from the Northern Ireland Affairs Committee of the 2007-08 session ("HCP 333", ISBN 9780215521491) and focuses on the subject of policing and criminal justice. The Committee has set out 14 conclusions and recommendations, including: the Committee states that it is impressed by the personal committment, sensitivity and professionalism of the Chief Constable, the Director of the Historical Enquiries Team (HET) and HET's staff in dealing with those who were bereaved during the troubles; and, the Committee expresses surprise that HET reviews all cases of deaths during the troubles and states that some cases offer little likelihood of helping the family and securing a conviction.It also includes conclusions and recommendations such as: the Committee therefore specifically recommends that alternative ways of prioritising cases are identified so as to focus resources on those cases where the next of kin of the deceased specifically request an investigation or where the existence of forensics provides investigative opportunities; the Committee also believes that HET should be reviewed to establish the cost and benefits of the organisation in its present form; further, the results of the HET's reviews and the progess and benefits gained should be published; the Committee believes that the very high cost of inquiries into past events is financially unsustainable and do not want such inquiries to become a permanent feature of life in Northern Ireland; and, the Committee further states that the Northern Ireland Office should take further steps to control the costs and that any further inquiries be established with agreement of the Northern Ireland Assembly.It also includes: the nature of such inquiries are costly for the Police Service in Northern Ireland (PSNI) and the NIO must continue to ensure the PSNI has a budget sufficient to fulfil its operational remit; legal obligations require the coroner to investigate a number of deaths which occurred during the Troubles, some of which will require the use of sensitive intelligence, the Committee believes an information management code of conduct be drawn up to accommodate this; and, the impact of both inquiries and inquests on the PSNI's resources should be reviewed.
