Beyond Delivery sharply challenges the commonplace view that effective policy implementation only requires rigorous performance management and/or enhanced market incentives to ensure improvement in local public services. Indeed, 'Delivery' is shown to be an inappropriate metaphor. Conventional ideas - such as using organization development interventions to nurture implementation capability - are also challenged in the course of much subtler approaches being presented. Using case studies, often drawn from health and social care, the book presents a novel theory of policy implementation. It argues that building long term organizational capacity for implementation requires careful sustenance of settlements between four basic but conflicting institutional imperatives. To make this case, issues of organizational memory and the meaning of budgets and money, meetings, networks and innovation are examined. |
