Synopsis: There is ample and growing evidence that intangible resources such as knowledge, know-how and social capital will prove to be the coal, oil, and diamonds of the 21st century for developed, transitioning, developing, and emerging economies alike. In this context, the central motivation for Smart Development is the belief that the "goodness of fit" between the stage an economy is in and the development strategy adopted determine the quality, speed, and sustainability of development. Based on the analysis of policies, practices and empirical development case studies, the book presents a methodology for matching development stage and development strategy, identifying best and real policies and practices for the most appropriate use of information and communication technologies (ICT) and knowledge to foster innovation and entrepreneurship and trigger, catalyze and accelerate sustainable development. The book identifies the opportunities and challenges for entrepreneurs around the world to catalyze and accelerate socio-economic development and leverage the digital divide.Empirical findings are validated via a large number of case studies from developed, transitioning and developing economies, as well as a set of recommendations for e-Development pilot interventions meant to foster public sector, top-down policies and private sector, bottom-up initiatives. These recommendations are complemented and completed by a set of best practices, critical success and failure factors and lessons learned guiding the successful design and implementation of e-Development interventions.
