For the past quarter century, moderate-to high-resolution satellite photography was the exclusive province of the US and Soviet intelligence communities. On February 1986, access to this technology was opened to the world with the launch of the SPOR I satellite, a French-Swedish-Belgian enterprise. The commercial availability of pictures taken from space - to governments around the world, to the media and to the public - seemed to some to raise identifiable policy issues that require attention if this technology's benefits are to be realized instead of its potential to accentuate conflict.
