Foundations of Democracy in the European Union offers a new approach to understanding how European democracy has developed, by examining key episodes in the history of the process up to the present time. The book shows in detail how seeds of modern democracy were sown in the Low Countries up to the seventeenth century and the significance of that experience in the creation of British parliamentary democracy. It examines the influence of British political thought and practice on American federal democracy; Proudhon's federalist critique of the centralised French state; the role of the Americans and British in establishing post-war German democracy; and the influence of these traditions of democracy and federalism in the development of the European Parliament. Each episode is seen as a stage in the transformation from city self-government to national democracy and to federal government within or among states.
