How has corruption been defined and handled by different governments in Hong Kong and China since the 1950s; and what are the significances of their anti-corruption policies and campaigns? How is it that, for instance, nepotism in China or insider trading in Hong Kong have been rarely criminalized? How do the corrupt one year become next year's heroes of free enterprise? Wing Lo's comparison between China and Hong Kong sets out to provide answers to these kinds of questions.
