| Synopsis: |
This paper attempts to set out social policy guidelines for the next Labour government. Arguing that Labour has been guilty of spending too much energy on campaigns against Conservative policies and too little on developing programmes for the future, the author accuses traditional Labour "welfare statism" of being a "faded and jaded project...over dependent on paternalistic, bureaucratic, over-professionalised mechanisms for delivering welfare". Wicks argues that the next Labour government should take as its core values liberty, equality and community, with citizenship as the unifying concept. The "active society" needs to be created through policies to engender full employment and a rekindling of the feelings of citizenship - necessarily accompanied by a rethinking of the balance between rights and responsibilities. |
