When manufacturers and retailers vacate traditional locations, theyleave holes in a city's fabric that signal a shiftingurban-industrial terrain. Who should mend these spaces, and how shouldthey approach the problem?Thinking Planning and Urbanism meticulously reconstructsthe process of an urban core area redevelopment in order to show howcity planning was involved in the decisions taken. Inspired by TimesSquare, Toronto wanted the Dundas Square area to capture impulse andentertainment spending by tourists and residents. As with similarredevelopments in Europe and the United States, a labyrinth of players,policies, and legislation - conflicting theories, arguments, andambitions - eventually sidelined the public planningfunction.The usual explanation in these cases is that the influence of moneyand politics superseded the planning process. This book exposes thecracks in planning itself, revealing how its theories - based onthe premise that space is a social construction - do not helppractising planners, who need a broader understanding of urbanism inwhich to find and persuasively argue for creative solutions topostindustrial problems. The findings drawn from this case will bewidely recognized in redevelopment challenges elsewhere and thus willbe extremely useful to students and practitioners of urban design,public administration, municipal law, and urban and regionalplanning. |
