Offering a description and analysis of the external relations of the 12 independent English-speaking nations of the Caribbean - the largest bloc of small states in Latin America - this text investigates how these states establish and implement policies for security, economic development and regional influence, and how they respond to crises. It also evaluates policies in the light of resource and bureaucratic limitations, and gives special attention to the capacity of these states to meet the challenges of the post-Cold War era. New in the second edition are analyses of issues related to regional and hemispheric integration - particularly new regional organizations and agreements such as CARICOM, NAFTA and ACS - and an evaluation of decision-making on regional problems such as the situation in Haiti. The author makes a contribution to analyses of concepts such as dependence, interdependence and globalization, and develops a more dynamic theory of small-state behaviour that includes a tentative theory of influence. |
