Deeper global integration is a mixed blessing for the United States. That is the somewhat surprising consensus of the Institute's Globalization Balance Sheet family of projects, which have sought to measure American globalization's underappreciated benefits and underquantified distributional costs. Globalization has indeed enhanced the economic "fitness" and opportunities of a large number of Americans who in turn have rejuvenated their workplaces, unions, firms, and industries. Yet it actually worsens prospects for those Americans unwilling or unable to engage globally. Among them are women, workers with average skills, and blue-collar union members. There is also growing consensus, however, that these same groups face even stronger pressures from changing tastes and technology - globalization contributes, but only modestly, to their problems. We propose policies that aim at more broadly diffusing gains and opportunities across American society and at insuring Americans better against adverse trends. |
