Our society takes children into care at times when the children are believed to be at risk or when the children are deemed to have offended against our society. Some may think it strange that the people appointed to care for the children are required only to have no record of committing offences against children. Effectively, if they have committed offences against children, then they must not have been caught, worse than that they must not have been convicted. This book is fictional but it is based on the fact that the system appears not to care what happens to a child in care. When graduates with huge debts are welcomed into the Social Services with no more than a negative check - negative being a documents or records check with a nothing known or negative result - then, of course there are the people with the money to set-up the secure accommodation. Does anyone ever question the source of the capital? No they don't, after-all the government needs, indeed the system demands, private, cash investment. |
