Synopsis: Under globalisation, power is no longer grounded in national sovereignty but in the norms immanent to society's optimal functioning. This shift has generated a new normative imagination, which abandons the ideal of obedience to just laws, and which is geared instead to meeting measurable objectives efficiently. Empowered by the information and communication technologies, programmes replace laws, and governance displaces government. In the absence of a law applying equally to everyone, people have no choice, for the sake of their own protection, but to pledge allegiance to those stronger than them. Ruling by law was already a model of impersonal power, but governance by numbers, in radicalising this ideal, has paradoxically spawned a world ruled by ties of allegiance.
