The book first establishes the fundamentals of arms control, covering objectives, processes and how arms control fits into the larger security picture. Particular attention is given to how issues and processes have changed over time. The objectives and principles described in this section are used to assess the potential of arms control for enhancing national security into the 21st century. The second section examines the major arms control negotiations of the Cold War period (with an eye toward their significance for current efforts and challenges), explores efforts to prevent the spread of nuclear, chemical, biological and conventional weapons and their means of delivery, and considers regional arms control approaches and concerns. |
