Synopsis: Constitution drafting for countries torn by violent conflict is an ambitious and difficult process, as politicians and experts seek to negotiate institutions that will foster democratic order and stability. This work explores three groups of questions. How and by whom were democratic institutions (re)introduced? How are they functioning in practice? And how have they measured up to the pressures placed on them by violence, poverty, globalization and democratization? The contributors reject a triumphalist view of democracy as a universal panacea. Instead they seek to understand how new democratic institutions work in practice and whether and how they facilitate conflict management in societies whose coherence is at best fragile. This thoughtful and empirical set of explorations will be of use to other post-conflict societies wrestling with similar problems of institutional design in situations of deepseated social conflict.
