ThePKC'99conference,heldintheancientcapitalofKamakura,Japan,March 1-3,1999,representsthesecondconferenceintheinternationalworkshopseries dedicatedtothepracticeandtheoryinpublickeycryptography. Theprogramcommitteeoftheconferencereceived61submissionsfrom12co- triesandregions(Australia,Canada,Finland,France,Japan,SaudiArabia,S- gapore,Spain,Taiwan,UK,USA,andYugoslavia),ofwhich25wereselectedfor presentation. Allsubmissionswerereviewedbyexpertsintherelevantareas.
