In 2003, Cambodia implemented a national comprehensive Continuum of Care (CoC) plan for the treatment and care of people living with HIV/AIDS, based on integrated district-based community-linked services. This case study explores the implementation of the CoC plan and its expansion from initial operation in one district into a country-wide healthcare system. Issues covered include: the principles underlying the strategy; capacity building for its implementation; community linkages which bring healthcare providers and communities together; resource constraints; the opportunities for strengthening general health systems; and areas for future expansion. |
