This is the product of 12 months research involving a detailed literature review and primary research with practitioners and specialists in the field. The guidance provides practical recommendations for the preparation and management of crowd events, in both normal and emergency situations. It also provides a comprehensive set of good practice guidelines for simulating crowd behaviours. It is based on academic and research literature, real-life case studies and practitioner expertise.
