This European Agreement, more popularly known as ADR, aims to ensure that dangerous goods arriving at a frontier in or on a road vehicle have been suitably packed and are being carried safely. It replaces the 1993 edition, and becomes applicable from January 1995. The volume contains the texts of the European Agreement itself and the technical Annexes A and B. The system of classification of dangerous goods under ADR is based on the Recommendations of the United Nations Committee of Experts of the Transport of Dangerous Goods, published in the Orange Book. This system, designed to apply world-wide to all modes of transport, assigns the goods to nine different classes according to the main type of danger they could present in transport. Annex A lists the dangerous goods that may be carried internationally under its provisions. These can be in the form of single substances, or of solutions, mixtures, wastes, or articles containing any of these. The Annex also gives provisions for packing and labelling, and for describing goods on the transport documents. Annex B gives the provisions for the vehicles and the transport operations for which the carrier is responsible. |
