This report analyzes the work, strategies and methodologies of the Audit Commission, what its reports tell us about the NHS and how it is perceived by the NHS. The report then examines the roles of other audit agencies, in particular that of the National Audit Office. The report then returns to the more general issue of the structure of audit and accountability in the NHS. The report came about following an increased emphasis on auditing in the National Health Service, as part of a larger transformation in the way public services are audited. The authors discuss how the role of the different auditors in the NHS to each other is not clear and questions who auditors are actually reporting to, what their role is and does their role fit in with New Labour's agenda for modernizing government. |
