However, in most cases, privatization took place in the absence of effective legislative and institutional framework, functioning land administration, and taxation systems. In addition, a well working housing system did not exist. This guide's aim is to provide a comprehensive overview of the actions central and local authorities should take in the area of legislation, institutional set-up, and public awareness-creation to address the challenge of condominium management.
