Synopsis: |
This report concludes that the Forestry Commission has clear objectives and is confident in many of its roles. However it is unable to respond to opportunities because of restrictions of the Forestry Act and it is recommended that MAFF bring forward appropriate legislation in the following parliamentary session. There have also been protracted discussions over its funding, which have shown the need for the Treasury to work with departments and other government bodies to devise meaningful and practical targets rather than simply imposing first and examining the practicality later. A way needs to be found to allow the Forestry Commission to be financed to deliver quantifiable environmental, recreational and heritage benefits in a way that is not dependant on the income of the timber enterprise. |
