Following the collapse of Communism in eastern europe and the recent US response to the terrorist attacks of 11 september this volume of thoughtful essays assesses the new role that Europe can play in world affairs. It reflects on the 'wider loyalties' that European owes by virtue of the values for which it stands, partly shared and partly distinct from other major world actors.
